Statewide Public Meeting Series: DCR’s Draft Parks and Recreation Rules and Regulations

The Massachusetts Department of Conservation and Recreation
(DCR) will hold public hearings regarding:

• The rescission of 350 CMR 2.00 and 350 CMR 12.00. These regulations, promulgated by the Metropolitan District Commission (MDC), a predecessor agency to DCR, relate to the use of reservations and parkways as well as the government and use of the waters of the Charles River Basin.

• The adoption of amendments to 304 CMR 12.00. This regulation, promulgated by the Department of Environmental Management (DEM), a predecessor agency to DCR, relates to state forest and park rules.

• The adoption of a new regulation at 302 CMR 12.00. This regulation will consolidate existing regulations of predecessor agencies to DCR (DEM and MDC) and will define and comprehensively regulate parks and recreational facilities, and their use by the public, under DCR’s care and control.

Five (5) public hearings will be conducted to receive public comment, both oral and written, on the proposed rescission of 350 CMR 2.00 and 350 CMR 12.00, the proposed adoption of amendments to 304 CMR 12.00, and the proposed adoption of a new regulation at 302 CMR 12.00.

Verbal and written testimony may be presented at the public hearings; however, parties are requested to provide written copies of their testimony. Written comments will be accepted beginning November 4, 2013 until 5:00 p.m. E.S.T. on Friday, December 6, 2013.
