Help Annika to (one day) bike to school

I bike for my 3 year old daughter, Annika, so she can ride her bike to school when she's old enough. My husband, Kyle, and I bike her the 4 miles to day care every day, but I cannot imagine letting her bike to school once she's old enough under the current conditions. Neither the road conditions nor the culture here are good enough for that. Not yet.
